If you like either you'll enjoy playing both and might as well start with Mordor. If it's only mildly interesting then you can skip Mordor as the important story bits are explained in the beginning of SoW. Mechanically shadow of war is just a better game because it is basically just the first game with more mechanics.
Shadow of War is indeed heavily padded with lots of faffing about. The ideal one of these games would have Shadow of Mordor's pacing with Shadow of War's updated nemesis system/orc interactions. EDIT: And Oologs too! Loved the Oologs. 23.
